No, Belgian customs has nothing to do with port notifications. The port notifications go to the port authorities in Antwerp and Zeebrugge, which use them to pre-schedule the unloading of containers. Pre-registration is obligatory, however. Export Filing: PLDA will handle the notifications for you if your carrier doesn’t already do so.
It is particularly advantageous if you wish to centralize your customs processes or have already set up a central customs department.
